“Use my location” as a plain circle in a map's corner. The portal's location picker and the incident report's map both float it. It has two states: before locating, its icon is muted, and once located it darkens to ink and re-centers on you.
Not located, then located
Each named by what it will do. The map itself shows the location is in use, so the button stays plain.
In the map's corner
The incident map puts it bottom right. Pressing it here only flips the state; the real one asks the browser.
